The Building and Construction Improvement Programme (BACIP) was started in 1997 to develop and promote solutions to housing issues of the communities of Gilgit-Baltistan and Chitral region. These issues, which ranged from poor structural thermal efficiency, unsustainable consumption of forest timber for heating/cooking, indoor air pollution etc, were a severe threat to the health and economic development of the locals.
