A parliamentary resolution passed in March 2008 pledged Canada will end its presence in Kandahar as of July 2011.
At the same time, the country left its door ajar when it also pledged to make the long-term aims clear.
It said the Government of Canada must set firm targets and timelines for the training and equipping of the national army and police and assisting the judicial system.
