The University of Central Asia (UCA) and the Centre for Development and Environment (CDE) at the University of Bern in Switzerland signed a Memorandum of Understanding on 26 November 2007 [sic] to enhance the intellectual and research capacity in Central Asia in the areas of environment, natural resource management and sustainable development. The agreement provides for the training and support of Central Asian scholars at CDE to build the future research and academic faculty of UCA, and promotes collaborative research and academic exchanges between the two institutions.
A renowned centre of excellence in environmental and development issues with a specialized focus on mountain areas worldwide, the CDE played a key role in ensuring the inclusion of mountain issues in the 1992 World Summit on Sustainable Development. CDE is the leading Swiss institution for the National Centre for Competence in Research North-South (NCCR North-South), a programme active in nine regions of the world involving over 400 scholars and 100 PhD students. UCA will host the Regional Coordination Office of the NCCR North-South in Central Asia as of 1 January 2009.
UCA’s plan to create a regional research centre focusing on the challenges of mountain communities through its network of campuses in Naryn (Kyrgyzstan), Khorog (Tajikistan), and Tekeli (Kazakhstan) will draw extensively from the partnership with CDE along with other interested partners. A core focus of the centre will be to implement a monitoring network to assess long-term socio-economic and bio-physical change processes in the region that will generate relevant knowledge for teaching and policy purposes.
In order to build up UCA’s teaching staff for its residential campuses currently under construction, CDE will begin enrolling UCA-affiliated PhD students from Central Asia at Bern University and coach them to become the first faculty for UCA’s new undergraduate and graduate programmes.
This partnership complements other UCA faculty development partnerships e.g. with the National University of Singapore’s Lee Kuan Yew School of Public Policy and the German Academic Exchange Service (DAAD).
UCA was founded in 2000 by the Governments of Kazakhstan, Kyrgyz Republic and Tajikistan, and His Highness the Aga Khan. It is the world’s first internationally chartered institution of higher education. The International Treaty and Charter establishing this secular and private University was signed by His Highness the Aga Khan and the Presidents of Kazakhstan, Kyrgyzstan and Tajikistan, ratified by the respective parliaments and registered with the United Nations.
